Ted Bankston, also known as the Weatherman was a former employee of the NSA- National Security Agency responsible for the abduction of Amanda Lee, the adopted sister of NCIS Special Agent Michelle Lee, all of the purpose of blackmailing Lee into obtaining intelligence from NCIS for him, or else he would kill her sister.

Bankston's role was eventually exposed and in a final show-down, he was shot dead by NCIS Special Agent Leroy Jethro Gibbs.



Much of Bankston's past is shrouded in mystery but he was married and also an analyst for the NSA- National Security Agency but Bankston was later fired from his job after being accused of mishandling classified information.

His greedy nature getting the better of him, Bankston planned on gaining money solely for himself and turned to a life of crime where he killed his unnamed wife, planting her hair as some kind of insurance policy in case the authorities captured him.

Bankston later enlisted the help of Paul Winton so that Bankston himself could steal more information using pawns in the Navy to gain access.

At some point, Bankston also learnt of Domino, a file that the Joint Chiefs had created to deal with the event of an attack on a high-valued target in Israel.

Seeking the file for himself so that he could sell it to the highest bidder, Bankston attempted to blackmail Petty Officer Steven Nicholas Fargo who had downloaded the file and who had gambling debts to pass it on to him but Fargo presumably refused.

Bankston later learnt of NCIS and of NCIS Special Agent Michelle Lee who he decided to use as a pawn. He abducted Amanda Lee, Michelle's adopted sister, forcing Michelle to kill Fargo to please Bankston as Bankston had presumably informed Michelle that he would kill Amanda if she didn't work for him, forcing Michelle to agree.

NCIS Assistant Director Leon Vance later attempted to meet Fargo with Vance even flying to D.C. on the orders of his boss, NCIS Director Jenny Shepard, only for Fargo to fail to turn up at the meeting. Vance later learnt the next day that Fargo hadn't even reported for duty.

Months later, in the aftermath of Shepard's death, Vance was promoted to NCIS Director and in an attempt to discover the identity of the mole, began planning a way to draw out the mole.

Upon being officially announced as the new Director, Vance reassigned the original members of the main NCIS Major Case Response Team: NCIS Special Agents Anthony DiNozzo and Timothy McGee while Vance also handed over files to the team's leader, NCIS Special Agent Leroy Jethro Gibbs, files that contained information on his new team.

NCIS Season 6

In Last Man Standing (episode), the Second NCIS Major Case Response Team was revealed to be Michelle Lee, new NCIS Special Agent Brent Langer and Cyber agent Daniel Keating with the team investigating Vargo's death.

Gibbs later confronted Vance with Vance revealing that the dismantling of Gibbs's original team and the assembling of a new team was due to the fact that they were searching for a mole.

Eventually, it was revealed that Langer was the mole and that Lee had killed him in self-defense with the hunt ending but later it was shown that Lee herself was the actual mole, having resorted to shooting Langer dead and in cold blood to preserve her cover.

As such, the hunt ended, everyone believing that Langer had been the mole and the crisis had ended.


Despite his supposed innocence, Bankston was in fact a ruthless psychopath willing to kill those he deemed were either a threat to him or who in his mind had outlived their usefulness to him.

He also had no qualms about killing anyone whatsoever as he later attempted to kill Amanda Lee, having presumably figured out that she would be rescued.
