Synopsis
After evidence comes to light suggesting that the "Port to Port" killer has infiltrated the Navy Yard after the body of an NCIS Special Agent is found, NCIS is placed on high alert. However, Gibbs and the team soon suffer a personal and devastating tragedy when a close, personal friend becomes the killer's latest victim.

Major Events
- As a result of the murder of Special Agent Earl Stark, Gibbs calls Michael Franks and request William Decker's "insurance policy."
- Franks arrives in D.C with the insurance policy he got during Judgment Day Part 2 (episode).
- Later that night, Franks, having gone outside for a cigarette gets into a fight with Cobb, the Port-to-Port Killer.
- Cobb stabs Franks and takes his sidearm before fleeing the scene.
- As a result of the stab wound, Franks dies instantly with Gibbs later finding his remains.
- The team are left devastated by Franks's death and struggle to come to terms with the event.
- It's revealed that the eyeball Ziva and Tony received in Two-Faced (episode) belongs to Trent Kort.
- Lieutenant Jonas Cobb, a former Navy Officer is revealed to be the P2P Killer.
- EJ, Cade and Lavin head to capture Cobb, only for Gibbs and Vance to discover too late that it's a trap Cobb arranged.
- During the attempt, Cobb shoots both Cade and Lavin while later incapacitating Barrett who becomes his hostage.

- This is the third time it has rained or there has been a storm in the NCIS universe, the first two times being Kill Ari Part 1 (episode) and Hiatus Part 1 (episode).
