Suzanne McNeil, initially considered "Jane Doe", was an explosives fabricator who worked for a civilian contractor, charged with manufacturing and testing bomb detection devices for the Navy.
Much of McNeil's background is shrouded in mystery but at some point, she joined a company and began working alongside Dr. Stephen Brauer.
The two also began engaging in an affair despite the fact that Brauer was married.
However, Brauer, incapable of telling Suzanne how he truly felt opted to knock her unconscious and bury her in a shallow grave in Rock Creek Park instead but not before Suzanne herself had murdered Walter Richter in a fit of rage, Brauer having knocked Suzanne unconscious.

Eventually, the psychological trauma of being buried alive and the head injury Suzanne had suffered caused her to develop amnesia, resulting in her losing her memories.
She then dug herself to the surface, barely surviving being suffocated in her own grave where a passer-by found her and called the police, resulting in NCIS being alerted as well.
Having suffered memory loss which meant that she didn't know who she was or what she did for a living, she was given the placeholder name "Jane Doe" and was taken to a hospital for treatment where she later met Agent Caitlin Todd who took her fingerprints and clothing so that Abigail Sciuto could run a trace on them to get a possible lead.
During the talk, Jane stated that the only thing she could remember was that a bomb was present on a Navy ship and she believed that she had put it there but when Kate questioned her further, Jane accepted that she might not have put it there herself.
Kate immediately began bonding with Jane Doe/Suzanne even before questioning her, and vowed to help her remember everything about her past, not realizing that the memories were not only already returning but that the other woman was also lying to Kate about it.
During her time, Doe/McNeil had various flashes of possible memories of her past life including one of her sitting in a church and another of her sitting at a table, alone in a restaurant, as well as one of her in a hotel room.
It was later revealed that she was responsible for the death of Walter Richter, one of Bauer's staff who tried to give her a pay-off in hopes of encouraging her to leave the company for good; angered, she attacked him with a bust of President Kennedy, fracturing his skull and killing him straightaway.
Eventually, McNeil, having successfully remembered everything, confronted her boss, stating that she remembered how he had buried her in the grave and told him he didn't have "the guts" to personally dump her or even divorce his wife. She even announced that she had created a new bomb, one so unstable that even simply dropping it would set it off.
Once Brauer had yelled that McNeil had a bomb in German, Gibbs, Kate and Tony drew their weapons. Kate desperately tried to talk McNeil into not dropping the bomb, but while telling Kate she was sorry, McNeil dropped the bomb which caused a large explosion.
While McNeil and Brauer had died in the explosion, the NCIS team were left shaken, with Kate having been hit the hardest: not only minor burns but also emotional and psychological scars as she had formed an attachment to McNeil, only for McNeil to betray her.
At first glance, McNeil would appear to be like any other victim who has experienced a trauma but she was in fact a merciless killer, sparing no remorse for what she had done, suggesting either a psychopathic or sociopathic personality.
She was also skilled at manipulating others including Kate Todd into thinking that she was a lost, lonely person when in fact she was already planning her own revenge against those responsible for burying her alive.
Suzanne was a woman in her thirties or forties with curly black hair and brown eyes.
