Shannon Gibbs was Leroy Jethro Gibbs' first wife. Shannon first met Gibbs in June of 1976 while waiting for a train at the train station in Stillwater, Pennsylvania. It was here that Shannon introduced Gibbs to setting personal rules. Gibbs then made his rules, rules that he is known to share with his team in NCIS. She and her daughter Kelly were killed in a car accident when the agent driving the car was shot and killed. Gibbs tracked down the murderer and killed him with the skills learned as a sniper while in the Marines.
