Sarah Porter is a politician who became the new SECNAV or the Secretary of the United States Navy after her predecessor, Clayton Jarvis was killed in a hotel bomb in the Season 11 premiere episode, Whiskey Tango Foxtrot (episode).
In the episode Gut Check (episode), Porter ended up becoming an unwitting accomplice in a security breach when it became apparent that a pen she had in her possession had been bugged during a briefing.
This, alongside a prior NSA report made by then-NSA analyst Eleanor Bishop that had predicted this security breach, resulted in the NSA (Bishop, more specifically) teaming up with the NCIS Major Case Response Team led by NCIS Special Agent Leroy Jethro Gibbs to investigate the people responsible for the security breach.
