Samantha is the director of PsyOps at the Department of Defense. She is extremely manipulative, and unreadable, even to Gibbs. She clearly has an agenda in nearly everything she does, but nobody seems to know exactly what that agenda is.
After her initial appearance as a sort of antagonist, she softens and seems to humanize, entering into a relationship with Gibbs. Their relationship seems normal, but she exhibits some odd behavior, keeping secrets and doling out information as she sees fit. Gibbs begins to become suspicious of her when she repeatedly provides information she should have shared earlier, but chooses conspicuously timely moments.
As his suspicion escalates, Gibbs begins to push away from her. After a suspect in a terrorism plot gets her ex-husband released from prison by buying off a judge, she runs away, afraid that with power like his, he can get to her anywhere. Since her son is her number one priority, she feels that she must leave in order to keep him safe.
Samantha is in her early to mid fifties, and is in very good health. She's a very attractive woman, which does not escape Tony and Gibbs' notice.
Reading people's body language and verbal cues, manipulating situations. She's highly skilled in psychological warfare.
