Penelope 'Nell' Jones is a former NCIS Intelligence Analyst assigned to the Office of Special Projects in Los Angeles as well as the sister of Sydney Jones.
Originally working in Ops, Nell later received training, enabling her to go into the field and serve as an agent, assisting the rest of the OSP team during their investigations or serving as a temporary partner for one of the members.
Following OSP's Operations Manager Henrietta Lange taking a leave of absence in November 2020, Nell became Acting Operations Manager, a role she maintained up until her resignation and departure from NCIS and OSP in May 2021.

It has been mentioned many times that Nell has a remarkably high IQ, so much so that Hetty claims her IQ is higher than the team's combined IQ score. Prior to joining NCIS, multiple think tank companies were chasing her to join them.

- She is Catholic (more precisely Roman Catholic), as in the episode Standoff, she made the sign of the cross before turning off the power to downtown LA for an undercover operation. More precisely, she made the sign of the cross touching her left shoulder before her right (this variation is unique to Roman Catholics).
