The NCIS Most Wanted Wall is a list that contains names and photos of the fugitives that NCIS are currently pursuing.

Photos of those who have been captured or killed during a stand-off with either NCIS Agents or members either associated with another federal agency or the United States military have had red tape placed over them, revealing that they are no longer a threat. Those who remain at large have no alteration to their pictures, with documentation under their images of their various alleged crimes.

Overall, there are fifteen NCIS Most Wanted fugitives on the list as of 2022. The number, unlike the real-life FBI Most Wanted list, will fluctuate. As of 2021, it is unknown whether Eleanor Bishop will appear on the Most Wanted Wall for treason and espionage.

Appearance[]

In the JAG Season 8/NCIS backdoor pilot episode, Ice Queen, the Wall was composed of a single stone wall where the photos and information concerning the terrorists which were simply hung onto the wall with the name on the wall ("NCIS Most Wanted") also consisting of plastic lettering.

In the main NCIS series, the Wall has moved to the center area of the Squadroom. The words "N.C.I.S. Most Wanted" are emblazoned in large letters on the wall, while various clipboards containing the criminal and information about them as well as the status as to why the criminals are either dead, alive or imprisoned are now hung in an organized grid around the words.

Roland Alan Moore International Terrorism. Participated in an al Qaeda operation to kill Lieutenant Commander Michaela Shields. Noted for missing multiple digits on one hand. Incarcerated as of Terminal Leave.
Bob Lamport Arms Smuggling and Domestic Terrorism Inactive. (Terminal Leave)
Khalid Rashir International Trafficking of Explosives Inactive. (Terminal Leave)
Ari Haswari Terrorism. Participated in multiple plots to kill Americans and Israelis. Also responsible for the death of NCIS Special Agent Caitlin Todd, as well as the murder of an unnamed HRT officer in Bête Noire and the wounding of Gerald Jackson and others during an infiltration of NCIS HQ. Deceased- eventually killed by his Mossad control officer/half sister, Mossad Officer Ziva David during the Season 3 episode, Kill Ari Part 2.
Mamoun Sharif Terrorism. Was involved in multiple major terror incidents against US military personnel and civilians. Deceased- shot dead by Lieutenant Colonel Hollis Mann of the Army CID during the NCIS Season 4 episode Sharif Returns.
Rene Benoit, a.k.a La Grenouille Arms Dealing. Was involved in complex gunrunning operations and arms smuggling, having established a global empire off profits from these efforts. Also had a hand in the alleged suicide of Colonel Jasper Shepard. Deceased- shot near the conclusion of Bury Your Dead. Killer originally thought to have been CIA agent Trent Kort but it was later revealed that NCIS Director Jennifer "Jenny" Shepard was the one responsible.
Jonathan Siravo Organized Crime. Left in a coma as a result of a motorcycle five years prior to the events of the NCIS Season 6 episode Dead Reckoning. Was revealed that his operation was in actuality run by his alleged accountant, Perry Sterling.
Michael Rivkin Assassination. Deceased- badly wounded from injuries sustained in a fight against NCIS Special Anthony DiNozzo which took place during the Season 6 episode Semper Fidelis. Rivkin later died from his wounds during the Season 6 finale episode, Aliyah.
Lee Wuan Kai Assassination. Also murdered a North Korean living in Los Angeles, as well as attempting to murder members of the Office of Special Projects, namely Agents G. Callen, Sam Hanna and Dominic Vail. Later escaped and wound up in Washington D.C. where she participated in an operation against NCIS Director Leon Vance and the main NCIS Major Case Response Team. Deceased- shot dead by Jackie Vance during the NCIS Season 7 episode Endgame.
Osama Bin Laden Terrorism. Was the primary organizer behind the real-life 9/11 attacks. Deceased May 2, 2011. Killed by Navy SEALs around the time that the Season 8 episode Baltimore aired; his picture was subsequently marked with red tape to designate his death.
Lt. Jonas Cobb Serial Killer who targeted Naval personnel and also NCIS Special Agents. Is responsible for the deaths of NCIS Agent Gayne Levin and former NIS agent, Michael Franks. Deceased- shot dead by both Gibbs and Vance during the NCIS Season 8 finale episode, Pyramid.
Harper Dearing Terrorism. Dearing was responsible for the bombing of multiple Navy ships as a result of his anger and grief over the death of his son, Evan Dearing, due to unrepaired faulty wiring on the U.S.S. Brandywine. His campaign of revenge resulted in multiple deaths, as well as the bombing of NCIS HQ. Deceased- died after being stabbed by Gibbs in the Season 10 premiere episode Extreme Prejudice.
Benham Parsa Terrorism. Also responsible for targeting various members of the NCIS team as well as carrying out two separate bombings that left SECNAV Clayton Jarvis dead and former NCIS Director/current DHS director Thomas Morrow injured. The second attack incident left Delilah Fielding, the partner of NCIS Special Agent Timothy McGee, permanently paralyzed. Deceased- shot dead by Gibbs during the Season 11 episode Monsters and Men.
Sergei Mishnev Assassin who targeted Leroy Jethro Gibbs who he believed killed Mishnev's friend and half-brother, terrorist and fellow Most Wanted Wall member Ari Haswari. Deceased - shot in the forehead by FBI Special Agent Tobias Fornell during the Season 12 episode Cabin Fever.
Daniel Budd Terrorist and leader of the Calling. Was responsible for the Cairo hotel bombing that killed NCIS Agent Ned Dorneget, as well as many other terrorist attacks in the United States and abroad. Deceased- died after being shot in the chest by NCIS Special Agent Anthony DiNozzo in Shanghai, China.
Kai Chen Businessman who used terrorism to manipulate the stock market. Also responsible for putting a hit on NCIS translator Qasim Naasir and the suicide of Navy Commander Renee Turner. Deceased- Forced to commit suicide by blowing up a diesel generator he was chained to in order to avoid being taken in by the Syrians when NCIS Agent Eleanor Bishop gave them his location.
Ramsay Whitman l Criminal mastermind behind the hijacking of a Navy truck as a member of an anti-government militia responsible for the deaths of two Marine guards. Was living under the alias John Joseph Manning at the time of his capture. Arrested by NCIS Special Agent Leroy Jethro Gibbs after 15 years on the run.
