1. On the question of template I agree a uniform color scheme is needed. I normally cut and paste the episode templates making changes as needed to cast lists and infoboxes because my technical skill are limited.

In regards to the fact that there are two characters named "Richard Owens" in NCIS, one of whom is an NCIS Special Agent while the other is a captain of a ship, I recommend creating or rather editing the page so that it would be:

The issue with disambiguations (DABs) is sometimes made difficult by having to decide whether one of the uses is a "primary topic". For example, DiNozzo's page at one point used to be a disambiguation between him and his father, but in time it was settled that it's far more relevant to have his info at the simpler page name, with no clarification needed. In the case of Richard Owens though, i'm not yet sure if being an NCIS agent is enough to make the original one keep the main page, or turn it into a DAB list.
Also of note in DAB cases is that there should be no cut-and-paste editing, since this separates the page content from the page history, and availability of historical data about the page's evolution is pretty important in a wiki. :-) So after we decide on the naming of things, we could move the misplaced page and go from there. I'll detail more about the situation in a bit.
Oh, i had forgotten the reason i moved the page back to its unqualified name: it currently is more than a primary topic, being the only page with any content at all... After the Seahawk captain gets more data on his page, i'd say at least 2 or 3 paragraphs, then we could compare again and see if RO needs the qualifier in the page name. But now i don't think there's any need for a change.
And to be more specific, at that time the process would then be:

Ah, i see what you meant. Even though it actually wasn't a very serious threat (i am confident no administrator would've deleted the page), your reaction was good.
Incidentally, i found it funny that by the looks of things they were just experimenting with the Template buttons and their own revert missed one of the {{Delete}}s because it was placed before the section title. That's actually a bug in the Wikia software! :)

You might probably already know this, but it's important to have some plot details already there on the target page, as the image might look out of place otherwise. ;-) I've tried it earlier with an image for the SMS "from the grave" in Silver War (episode), but NJZ didn't like it. :)

One thing could use changing, but it's not very pressing: i've uploaded a new version of File:Vlcsnap-2012-08-27-23h09m17s88.png since AFAICT the tape shows a better image before the freeze; my version, while a touch clearer, is unfortunately at a lower resolution. I wouldn't mind if you were to improve it.
Also, please hold off on more image deletions, please. We could start up a place to talk about "candidates for deletion", if you're really concerned about the space they're using, but i'm not sure this is really critical. And i'd rather we get the images organized first, so we would know how many we have for each subject, even though this won't be an easy task.
Well, it's more of a nuisance, not too upsetting, and i think it's mainly my "fault": i'm just having trouble with the whole concept of deleting stuff (as long as it's not worthless/misleading). Your guess that space concerns would come up is possibly quite valid, but i'd still like to have a better inventory of the images before we get proactive about it. ;-)

Hmm... Having a dedicated "victims" tab might be a nice idea, but from what i see Harper Dearing's list is the largest, and it only fills one screen-full (as compared to the Rules and References pages, which are quite large and could grow with each episode). Most of these have only 2-3 entries, and not much detail. So we'd be splitting all the criminals' articles to a pretty small (IMO) usefulness to effort ratio. In short, i'm not opposing the idea, but i won't actively support it either. ;-)
Speaking of the flow of articles, i've been meaning to answer your "transcript" question you asked to SocialOutsider: the details we give on each episodes are merely re-tellings of the story, and quite shorter than what a transcript would be (see here). I'd be all for having actual transcripts (what one might also call "scripts"), but i don't know if it's copyvio or not. On the other hand, i guess renaming that tab to "Plot" (or "Episode Plot") and moving the details there would work... Although i'm still not sure that the ratio would be high enough for these either. This might need more discussion before we decide.

Also, anyone can access the previous states of a page (its history) and compare them (a process called "diff"), using the History option within the drop-down menu on the right of the Edit button. It's a defining feature of every wiki, that's why i said earlier that "Any change can be seen in detail, and undone if needed, without any great amount of effort". ;-)
