Kevin Dorn was a Navy Captain assigned to the cryptography department of the Pentagon which was under NCIS investigation due to the possibility of a mole in the department.

It was later revealed that Dorn who was the mole had killed Lieutenant Lara Hill and had even framed a Venezuelan official, Simon Roca for the crime but NCIS eventually caught onto his scheme, arresting him in the process.

For committing the acts of murder and treason, it's presumed that Dorn was discharged from the Navy and received a long jail sentence as a result.
