Caitlin was a former Secret Service Special Agent; she was hand picked to protect the President. She broke the rules by dating a co-worker, and chose to resign, before she was fired. NCIS Special Agent Leroy Jethro Gibbs made a fast move and hired Caitlin right after she resigned.

Cailtin had a great relationship with Gibbs, he was her mentor and believed she could become a great agent. Kate had a lot of respect for Gibbs, and worked well with him.

Kate and Tony DiNozzo often had arguments, usually in various levels of immaturity, but they genuinely cared for each other. They themselves referred to it as a brother-sister relationship. For example, In the episode "SWAK", Kate felt upset when Tony was infected with Y. Pestis from a letter and they were forced to be in quarantine together until it was found out which of the two was infected. When Kate died, Tony felt upset over her death. He pretended that he could see her and talked to her as if she was there.

Kate was also Roman Catholic and in many ways a bit prudish, due to her strict upbringing. That said, she was the winner of a wet t-shirt contest in 1994, which Tony found hilarious and tormented her with.

Not much is known about Kate's family, but she has said that she has three brothers, whom she mentions are "practically insane", and a cousin named Maureen Ingalls. She also has a sister living in Miami to whom she does not have a close relationship with, despite listing her sister as an emergency contact, she "barely returns" her sister's phone calls.

She was a talented sketch artist; an early episode showed she had drawn caricatures of the team showing Tony lusting after a pretty girl and Abby as a bat. She also drew one of Gibbs as well, but managed to change the subject before it was revealed since she had also sketched an accurate likeness of a suspect. In the episode "Twilight", McGee saw her as she was drawing Tony. In Season three when Ziva David joins the team full-time and moves into Kate's cubicle, she presents Gibbs with Kate's sketch pad which is shown to include a sketch of Gibbs. She was also skilled as a profiler and would create psychological profiles on the person being investigated. She enjoyed working on the NCIS team although she was a bit surprised to find herself bending rules like Gibbs and Tony to get the information they needed to trap some suspect or other. For example, in the episode "A Weak Link", she suggested they hack into a system to get the info they needed for a particular case.

Kate had an opportunity to kill Ari when he broke into the NCIS autopsy lab and shot Gerald, but found she was unable to do so because of the look in his eyes. Gibbs read her the riot act for this.

Kate and Tony used to gang up on McGee and tease him, although he eventually realized it was just part of being a probie. However, in season two, Kate began to have much more respect for McGee and started to treat him more kindly than in earlier episodes. Kate and Abby were best friends as they were the only two women on the regular team.

Tony had a tendency to nose through Kate's personal effects including her mobile, PDA and even trash, which annoyed her.

It was revealed in an interview with creator Don Bellisario that had Kate not died, there would have been a relationship between her and Tony.

Although when Kate was deceased, she was never forgotten. When Gibbs lost his memory from an explosion, Ziva used Kate's murder, her killing Ari and taking his hand and slapping herself to bring his memory back. In the episode Bait, a teenage student holds his classmates hostage inside a classroom by threatening them with a bomb strapped to his chest. Gibbs and his team arrive on scene but are unable to get audio and video of the situation inside the classroom, thus, Gibbs puts himself in danger by offering himself as a hostage. While Tony takes charge of the team, the boy demands that his mother be brought to the classroom by sunset, but the team discovers that she has been dead for a year. Tony lets Gibbs know by saying to the student that "Agent Todd" is coming with his mother. A man asks how would Gibbs know that the boy's mother is deceased. Tony replies, "Because Agent Todd is dead." After recovering from an explosion and amnesia, Gibbs accidentally calls Ziva "Kate". In Truth or Consequences, Tony is taken hostage in Africa. After telling about his team to his captor, his captor asks about the fourth member. Tony said they lost her and was replaced by Ziva.

Kate was released by the Secret Service after tendering her resignation for disobeying orders by having a relationship with a co-worker, Major Timothy Kerry and was subsequently hired by Special agent Leroy Jethro Gibbs. Agent Todd was partnered with Tony DiNozzo. She had a college degree and went on "spring break" in 1994 where she won a wet t-shirt contest. Special Agent Todd was killed in the line of duty by Mossad traitor Ari Haswari in 2005.

It was revealed that Kate was a talented sketch artist throughout Season One, particularly in the episode "Marine Down". In the episode "Silver War", Ziva David found Kate's sketch notebook containing sketches of the team which she gave to Gibbs. In Seadog, she is seen sketching Gibbs while waiting for a meeting with a Secret Service friend.

  • She resents being called "Katie".
  • In one of the episodes where they have difficulty getting authorization for some info, she suggests they hack into the system. No sooner had she said this but she was shocked that she had even suggested this, and said this was what working with NCIS had done to her, i.e. accept that it was OK to bend the rules now and again.
  • She was afraid of the dentist. In the episode "Witness", she required a root canal and kept putting off the appointment until Tony got her to go to a hypnotist, which helped her relieve her phobia.
  • Ducky always called her Caitlin, which she didn't seem to mind.
  • In Caught on Tape, Kate foolishly thinks a man and woman can be just friends.
