Joe Sacco was a Major in the United States Marine Corps who served in the Philippines in 1992 with members with a Marine unit.

He was also responsible for finding Vanessa, the only survivor of a botched shipping container and brought her to safety but the psychological trauma of watching her friends die before her eyes proved too much for her and she began targeting the Marines who had served with Sacco, killing them in revenge for what had happened in the container.

Sacco was later suspected to be the murderer responsible for the deaths of his men but as he entered the sewers, attempting to save Tony and Bill Atlas, Vanessa emerged from out of nowhere and shot him, revealing that she was the serial killer, not Sacco.
