Jeb was a waste specialist who won a bet with his friend Mr. Walters and as such, Walters had to move a series of large metal drums from where they were onto Jeb's truck.

One of the drums later fell loose, revealing an acid-dissolved body that prompted NCIS to be called in to investigate.
