Ian Goetz was a Seaman/Master Chief Petty Officer who discovered the first unidentified Jane Doe ten years prior to the events in Lt. Jane Doe (episode).

As such, Goetz was interrogated by Special Agent Dawes and eventually released without charge although he was brought in for questioning yet again when the body of another unidentified Jane Doe was found.

Goetz told Leroy Jethro Gibbs he had an alibi: he had been spending his first night on land with a Commander William McDougal. A DNA test Goetz took later him cleared of any involvement with the two killings.
