In the conclusion of the two-part episode, the NCIS team struggle to find answers after a deadly ambush leaves a Mossad officer dead and Vance gravely injured. In the process of investigating, Gibbs discovers that Vance and missing Mossad Director Eli David's history and friendship is connected by a plot involving rogue Russian operatives.
It's revealed that Mossad Officer Amit Hadar is dead, having been killed by the explosion at the end of the previous episode but Eli David manages to escape and goes into hiding to escape any further attempts on his life.
Vance is left injured and during surgery recalls his first case where Special Agent Riley McCallister introduced him to Gibbs.
Vance also remembers meeting Eli for the first time.
It's also revealed that Eli saved Vance from being killed by a group of Russian mobsters.
It's soon shown that McCallister is the one responsible for the assassination attempt on Vance as he wanted to become Director of NCIS.
In a flashback, it's revealed that while in Paris on an assignment with Jenny, Gibbs was the one responsible for killing Anatoli Zhukov, the Russian arms dealer who Vance was supposed to kill.
McCallister later arrives at the hospital, attempting to kill Vance once and for all while also revealing that he was the one responsible for Jenny's death and the other assassination attempt on Vance and Eli's lives but Vance stabs him in the heart with a knife Gibbs gave him with the injury killing McCallister instantly.
Ziva and Eli finally reconcile, managing to settle their differences.
Eli leaves an Israeli flag at Ziva's desk, presumably to remind her of her Israeli origins.
