Emma Paxton was a Lieutenant in the United States Navy. Paxton was later revealed to actually be with the NSA, working with Sara Resnik undercover with Armed Forces Entertainment. Both she and Resnik were able to gain access to anything protected by eye scanners and as such were forbidden from taking any dilators that would effect their eyes and thus throw off the scanning.
