Eddie "Collarbone" Rosario is a man who appeared in Patience (episode).
Officially, he was a tattoo artist during the day, but his secret job was acting as a pimp for a prostitution ring. At some point, he ended up getting into a fight with one of his girls, Lolita Cortes, and decided to get revenge on her. Later, he ended up driving to the place where she was at, realizing her fellow prostitutes were with her, and then proceeded to use a machine gun on her, killing both her and the driver in order to set an example on the other girls to show what happens if they try to refuse his jobs. He then proceeded to steal her purse, thinking it was only fair.
This eventually resulted in him being arrested by NCIS agents Timothy McGee and Anthony DiNozzo when investigating the tattoo parlor he was running to find out his connection to the parlor, as well as question him about any involvement with Orlando. Gibbs then interrogated him, to which he eventually admitted to killing Lolita and his motives, but denied any involvement or knowledge regarding Orlando, or any knowledge about DNA.
- He may have had hepatitis, as McGee and DiNozzo, when arriving to question and ultimately arrest Collarbone, were disgusted at the smell inside the tattoo parlor and wondered if it was such.
