Earl Stark was an NCIS Special Agent who was ambushed in an alleyway by the Port-to-Port Killer and was later murdered before being dumped in a forest with his body being discovered twenty days later with Erica Jane Barrett and her team investigating the circumstances surrounding Stark's murder while the rest of the agency struggled to come to terms with the events.

It was later revealed that Stark had been murdered for two reasons, the first being so that Cobb could get Stark's ID card to gain access to NCIS Headquarters in the Navy Yard in Washington D.C. to study his targets including the Major Case Response Team and Leroy Jethro Gibbs, the leader of the team and the second and final reason was so that Cobb could videotape the killing, using the tape to Erica Jane Barrett and her two colleagues Gayne Levin and Simon Cade into a trap at the abandoned site of Operation Frankenstein which succeeded, resulting in Levin being shot dead, Cade being injured and Barrett becoming Cobb's prisoner.
