Doug Jakobsen was a Navy Commander who was also secretly embezzling money from his agency using a password belonging to David Wong.

He also suffered from a habit of sneezing and coughing which caused Special Agent Anthony DiNozzo to avoid shaking his head when he and Ziva David went to meet the Commander for the first time.

Jakobsen was eventually caught and arrested for his crimes while it's presumed that he was discharged and jailed as well.
