Derrick Choyce was a man who worked for the State Department who brought Thomas Zuri to the U.S and gave him a new identity.

Choyce later fall under suspicion after taxi dispatcher Chuck Bayliss was found dead in his apartment, having been shot dead and under pressure from NCIS Director Jennifer Shepard and Leroy Jethro Gibbs gave them the name of the man who had contacted them: Delphin Akaba.
