David Wong was a man who worked in inventory management at the Defense Logistic Agency, the same place that murdered Petty Officer Peter Lyons worked.
At some point, Commander Doug Jakobsen gained access to Wong's password and began stealing money from his workplace, presumbly for his own interests. When it looked like he was going to be exposed, Jakobsen lured Wong to an abandoned warehouse, made him write a suicide note under duress before hanging him to make sure it resembled a suicide.
During a close examination of Wong's suicide note, the Major Case Response Team discovered that in place of a "G", there was a "B". It was later revealed to be the number "13" which soon led the team to an embezzlement charge and eventually back to Jakobsen who was arrested for killing both Lynn and Wong.
