Charles was an FBI Special Agent who was later revealed to be a double agent working for both the FBI and crime boss, Jimmy Napolitano up until his death in 2004.

BiographyEdit

Charles was an FBI Special Agent who debuted in the Season 1 episode Enigma (episode), where he was leading the team of FBI agents who stormed William Ryan's warehouse and arrested Gibbs "for pissing off the FBI" during their investigation into Ryan who was suspected of murdering an FBI agent.

He later reappeared in The Bone Yard (episode) working under Tobias Fornell on the investigations surrounding the activities of the Napolitano crime family but unknown to Fornell, the FBI and even NCIS, Agent Charles actually worked for the infamous crime-boss and Mafia member, Jimmy Napolitano who had at some point prior to the episode had begun bribing Charles, resulting in Charles becoming a mole for Napolitano.

As a result Agent Charles began passing information about the investigation to Jimmy "Naps" while shifting the blame from himself to Fornell to make sure that his own shady dealings weren't being investigated, thus ensuring that he could operate at a full capacity while also being an FBI Agent.

Due to Charles's warnings in advance, any people Fornell had placed to get close to Napolitano ended up dead with Fornell being completely unaware that Charles was responsible for the crimes.

The FBI along with their own Internal Affairs division also developed the belief that it was Fornell himself who was the mole, not realizing it was Charles.

Eventually, Charles's role as the mole within the investigation was finally uncovered by Leroy Jethro Gibbs who became involved in the case following the death of an FBI undercover agent on a live fire range.

Unwilling to let Fornell take the blame for crimes he hadn't actually committed, Gibbs went to great lengths to help his friend find the identity of the real mole while faking Fornell's death in the process.

After being exposed as the mole, Agent Charles attempted to shoot either Gibbs or Napolitano, or both, presumably to cover his own tracks or make sure that their deaths were disguised as a gunfight that had gotten out of hand.

Luckily, before he could get a chance to do that, he was shot in the forehead by a man with a goatee armed with a sniper rifle while hiding behind Napolitano's car with the single gunshot killing Charles instantly.

A year or so later, the vacant position of being Fornell's partner was taken over by Agent Ron Sacks who has continued to maintain it to this day; his dealings with NCIS made the relationship between him and Anthony DiNozzo a very icy one.

PersonalityEdit

Like most of his FBI colleagues, Charles was extremely distrusting of Gibbs and his team, having presumably heard of their past dealings together from his boss, Fornell.

However, Charles also had his own sinister purposes.

After becoming a mole for Jimmy Napolitano, his loyalties changed overnight as he became determined to make sure that no-one knew that he was the one feeding information to Napolitano in regards to the undercover operations the FBI was conducting.

When he was exposed, he reacted by attempting to kill Gibbs and Napolitano, showing that he cared more for himself than serving the FBI or even being Napolitano's mole.
