Carol Powers was a journalist for the Washington Post who was also having an affair with Bill Atlas. Leroy Jethro Gibbs later interviewed her and cleared her of any wrongdoing until a later research by Abigail Sciuto found Powers's fingerprints on a credit card receipt from the Hammersmith Country Bar with Caitlin Todd revealing that Powers hadn't been after a story. The journalist had actually been working with Major Joe Sacco all along and as such, Gibbs issued an arrest warrant for her.

It's unknown if Powers was eventually arrested or not but it's presumed that she was either taken into custody or the team found evidence suggesting that she had probably been framed.
