Bruce Webb was the owner of a nursery containing flowers and planets. He was also the one responsible for murdering his stepdaughter, Nora Webb.

Unable to cope with the guilt, he then began telling everyone that Petty Officer Justin Dobbs was the one who had killed her.

Webb's involvement was eventually uncovered and he was presumably arrested and jailed by either NCIS or the local police who had been investigating Nora Webb's disappearance and murder.
