Brooks was a Marine M.P and Sergeant stationed at Quantico Marine Base who discovered a group of kids holding an illegal campfire.

After clearing the group out and sending them home, he discovered a pair of legs belonging to an unidentified Jane Doe which had him and his men calling in NCIS to investigate.
