Blake Larson was a retired NCIS Special Agent and one of the many victims of terrorist Harper Dearing.

Not much was revealed about Larson's past except for the fact that he joined NCIS, becoming a Special Agent.
At some point, Larson presumably investigated an incident concerning Evan Dearing where he and two unnamed sailors played a joke on an NCIS agent by filming the unidentified agent having sex with someone else before playing it for the other crew members to witness, the crime a felony.
As a result, the two Navy personnel were presumably court-martialed and later dishonorably discharged while Evan was reassigned to another Navy ship, the U.S.S. Brandywine, dying in 2002 when the ship was targeted in a bombing.
Sometime after that, Larson retired from NCIS and retreated to his home in Virginia where he spent his days gambling.
