Anatoli Zhukov was a Russian hitman for the KGB who later became an arms dealer and assassin for hire.
Before the assassination attempts Zhukov turned an Israeli sailor, bled him dry for information and sent a hit team to kill him.
During the 1990s Riley McCallister directed the two assassination attempts against Zhukov, and his companion. The first operation in Amsterdam involved Agents Sharp, Nelson and Vance. This operation in Amsterdam failed after being compromised.
The second operation in Paris involved Gibbs, Jenny Shepard and William Decker. Gibbs succeeded in killing Zhukov, but later Director Shepard failed to kill Zhukov's companion and fiancee Svetlana Chernitskaya, setting in motion events that would later cost Shepard her life.
McCallister later employed Svetlana to murder Director Shepard (Judgement Day Part 1) directing Svetlana's desire for revenge inspired by Zhukov's assassination turning it to his own nefarious purposes.
But Shepard's former lover and partner, Leroy Jethro Gibbs who had been part of the Paris operation had his own ideas. He arranged to meet Svetlana/Natasha at Jenny's house which Svetlana agreed to do. She then arrived at Shepard's house, her gun drawn as she intended to kill Gibbs as well but as she raised her weapon, Gibbs's former mentor, Michael Franks quickly entered the room and promptly shot Svetlana in the back, killing her instantly.
